The City of Fitchburg, as lead entity in the Fitchburg/Leominster HOME Consortium will receive $1,738,722 in HOME ARP (American Rescue Plan) funding. This funding is a little different than normal HOME Program funds. It can be used for developing affordable housing, tenant based rental assistance, supportive services, and/or development of non-congregate shelter, (but not operating costs), all serving Qualifying Populations. Qualifying Populations are specifically; homeless, at risk of homelessness as defined by 24 CFR 91.5, or fleeing domestic violence, sexual assault or human trafficking.
Part of the requirements for receiving the funding is to engage in consultation with the Continuum of Care and related agencies, conduct a needs assessment, current inventory and gap analysis, and develop an Action Plan for allocating the funding. It is critical for us to understand our current needs and services in order for us strategically allocate these funds to where they are needed most.
