Our mission is to provide opportunities for diversity, equity, and inclusion in our municipal contracting process to businesses owned by minorities, women, veterans, service-disabled veterans, those with a disability, and LGBTQ+ individuals, as well as small local businesses. To achieve this goal, we are expanding our outreach to vendors and contractors who are interested in doing business with us

To register your business for our outreach list, please click here. All notices of contract opportunities will be sent via email. In addition, you will be notified of "meet and greet" opportunities with the Purchasing Department staff, and any training opportunities that are scheduled.

We want to create a purchasing climate where diverse and small vendors/contractors are encouraged to compete for contracts. We want to reduce potential barriers for participation in city contracts and promote inclusive procurement. We want to meet or exceed supplier diversity thresholds in the Commonwealth. By expanding the competitive landscape, both the business community and the taxpayer will benefit.

In Massachusetts, there are many business support agencies who are available to help you!


The Supplier Diversity Office (SDO) currently certifies certain diverse business categories (Minority (MBE), Women (WBE), Portuguese (PBE) and Veteran (VBE) businesses) inhouse and has agreements with third-party organizations that certify these same categories and others that certify other business categories (Service-Disabled Veteran (SDVOBE), Lesbian, Gay, Bisexual and Transgender (LGBTBE) and Disability-Owned (DOBE) businesses), all of which must meet certain certification criteria.  

Division of Capital Asset Management and Maintenance (DCAMM) works with state agencies to create and manage forward-thinking, sustainable buildings to meet the needs of the citizens they serve. DCAMM certifies companies to bid on vertical construction projects put out to bid by Massachusetts public agencies pursuant to M.G.L. Chapters 149, 149A and 25A.

The Operational Services Division (OSD) connects potential sellers with buyers from state agencies, cities, and towns. You can register on the state website and receive bid opportunities when available.

The Massachusetts Office of Business Development assists businesses relocating to Massachusetts as well as businesses wishing to expand their current operations, with specific attention being paid to jobs created, jobs retained, and capital invested. MOBD provides a highly responsive, central point of contact that facilitates access to resources, expertise, and incentive programs.

The Massachusetts Small Business Development Center Network provides free, confidential, one-to-one business assistance and free or low-cost educational training programs to prospective and existing small businesses throughout the Commonwealth. The MSBDC fosters the start, growth and sustainability of small business by providing advising, training and capital access. 

The Center for Women & Enterprise is a nationally known nonprofit organization dedicated to helping people start and grow their businesses. CWE has worked with more than 65,000 Massachusetts, Rhode Island, New Hampshire and Vermont entrepreneurs since 1995. CWE also operates the Veterans Business Outreach Center of New England (VBOC of NE) that focuses on assisting veterans, active-duty service members and their families with starting and growing their business.

The Massachusetts Procurement Technical Assistance Center can guide you through the government procurement process and provide you with information on how to become more competitive in the government marketplace.  We can help you determine if your company is ready for government opportunities and how to best position yourself to succeed.

The Black Economic Council of Massachusetts (BECMA) advocates specifically for the support and sustainment of Black businesses across the Commonwealth.

The Greater New England Minority Supplier Development Council (GNEMSDC) advances business opportunities for certified Asian, Black, Hispanic and Native American business enterprises and connects them to corporate members. GNEMSDC was incorporated in 1975 to provide increased procurement and business opportunities for minority businesses of all sizes.

The North Central Massachusetts Chamber of Commerce is a business advocacy, economic development organization working to create and sustain relationships among businesses and between businesses and the community.
